The Measures for the Administration of Internet Information Services points out that Internet information services are divided into two categories: operational and non operational. The State implements a licensing system for profit-making Internet information services; A record filing system shall be implemented for non operational Internet information services. Those who have not obtained a license or gone through the filing procedures shall not engage in Internet information services.

• Operational Internet information service: refers to activities that provide paid information or web page production and other services to Internet users through the Internet.
  
• The operational website is reflected in the obvious capital flow transaction behavior of the website; For example, Taobao, Tmall, Bank Finance, etc. are all operational websites, which can only be constructed and used after obtaining ICP business license.
  
• Business websites need to be filed first, and then apply for ICP business license after obtaining the filing number. After obtaining the permit, it is necessary to re record the change.
  

Purpose and reason of filing

• The purpose of website filing is to prevent illegal website business activities on the Internet and to combat the spread of bad Internet information. Before completing the filing, websites cannot open access to servers in mainland China.
  
• In order to strengthen the management of the use of Internet IP address resources, ensure the security of the Internet, safeguard the fundamental interests of Internet users, standardize Internet information service activities, and promote the healthy and orderly development of Internet information services.
  

Explanation of filing terms

1. ICP filing includes two types:
   
• ICP filing: Non operational filing, and ICP filing number is required. Log in to the console - Filing Management Office to submit for filing.
• Operational ICP license: For online platforms or third-party sellers of goods or services, a commercial license is required. To apply for a commercial ICP license, you need to apply for an ICP filing number first. The operational filing needs to be handled by the user in the local relevant department.

1. First filing (i.e. new filing): neither the subject (company or individual) nor the domain name has obtained a filing number, but the domain name needs to be used on our server. Log in to the console - filing management - start filing - first filing.
   
2. There are two new websites:
   
• New website added by non Huawei main body: the main body has successfully obtained the filing number from other service providers, and the existing new domain name needs to use our server, just log in to the console - filing management - start filing - add a website.
• New website of our main body: the main body has obtained a filing number in our company, and the existing new domain name needs to use our server, just log in to the console - filing management - my filing - new website.

1. New access: The domain name has obtained the registration number through other service providers. Now it is necessary to point the domain name to our server, which will host the website.
   
2. Change filing: modify and change the recorded information (subject or website).
   
3. Filing password: when submitting the access filing application, you will be prompted to enter the filing password of the Ministry of Industry and Information Technology. Each filing number has a unique password.
   
4. Cancellation of registration: If the registered subject or domain name is no longer used, the registration information needs to be cancelled. There are two types of cancellation:
   
• Cancellation subject: cancel all information of the record subject. The subject and domain name of the registration after cancellation can apply for registration again.
• Cancellation of website: cancel the registration information of a website under the registration subject. The main body still exists after the cancellation, and other unregistered websites under the main body will not be affected. (If there is only one website under the subject, it is recommended to directly log off the subject)
